李强出席第七届中国国际进口博览会开幕式并发表主旨演讲

新华社上海11月5日电（记者姜微、许可）11月5日，国务院总理李强在上海出席第七届中国国际进口博览会暨虹桥国际经济论坛开幕式，并发表主旨演讲。

李强表示，举办进博会是中国扩大开放合作的重要举措，是我们面向世界作出的郑重承诺。从2018年至今，进博会年年举办，从未间断。如果说首届进博会是中国向世界发出的单向邀约，之后的每一届便是中国和世界双向奔赴的共同约定，反映了大家对开放合作的共同心愿。当今世界，百年变局加速演进，逆全球化思潮抬头，单边主义、保护主义明显上升，全球和平和发展事业面临的不稳定、不确定因素增多。越是在这样的情况下，我们越要坚持开放、扩大开放、提升开放，推动持久的和平稳定、发展繁荣。

李强提出三点建议：一是要在坚持重信守诺中更好凝聚开放共识。各方应共同遵守国际经贸秩序规则，切实履行多双边经贸协议。中国将进一步扩大制度型开放，积极对接国际高标准经贸规则，深入实施自贸试验区提升战略。二是要在坚持互利共赢中更好拓展开放空间。各方应坚持以彼此成就的胸怀，通过更紧密的市场和资源对接，以更有利于创新合作的方式，开辟发展新空间。中国愿进一步开放超大规模市场，包括实施单边开放措施，落实好给予最不发达国家100%税目产品零关税待遇等，持续办好进博会、广交会等展会，真正把中国大市场变成世界大机遇。三是要在坚持命运与共中更好担起开放使命。中国坚定维护以世贸组织为核心的多边贸易体制，支持发展中国家更好分享全球化红利，愿同各方继续密切在国际经济组织的协调配合，率先探索实施世贸组织《促进发展的投资便利化协定》等成果，携手建设开放型世界经济。中国经济的良好基本面没有改变，中国政府有能力推动经济持续向好，为推动全球发展、增进人类福祉贡献更大力量。

马来西亚总理安瓦尔、乌兹别克斯坦总理阿里波夫、哈萨克斯坦总理别克捷诺夫、蒙古国总理奥云额尔登、塞尔维亚总理武切维奇等出席开幕式并致辞，世贸组织总干事伊维拉、联合国贸发会议秘书长格林斯潘视频致辞，来自152个国家、地区和国际组织领导人及政商学界代表约1500人出席开幕式。

外国领导人和国际组织负责人在致辞中表示，进博会已成为促进贸易投资、推动开放合作的重要国际平台，充分展现了中国的开放包容和大国担当。各方看好中国经济及发展前景，愿推进共建“一带一路”，拓展经贸、互联互通、绿色发展等领域合作，维护自由贸易，促进世界平等进步和可持续发展。

开幕式前，李强参观了企业展。开幕式后，李强同与会外国领导人共同巡馆。

Li Qiang has attended The Opening Ceremony of the 7th China International Import Expo and Delivered the Speech

Xinhua New Agency state that The Opening Ceremony of the 7th China International Import Expo was launched on November 5th, and Prime Minister Li Qiang attended that meeting and delivered the speech.

Li Qaing said, hosting Import EXPO is an important action in expanding open cooperation, and is also an important commitment in being faced with the whole world. From 2018, we host the Import EXPO, never stop. If the first Import EXPO was a one way invitation to the world, every Import EXPO later on should be a mutual agreement that both China and the world are pursuing, relecting the common wish among each side all over the world for open cooperation. Now, centennial changes are accelerating their evolution, inverse-globation thoughts are emerging, unilaterlism and protectionism are accending, global peace and development cause is facing unstable, uncertainty is booming. The more the likely difficulties are, the more we should insist on opening, expanding open cooperation, propelling long-last peace and stable, and thriving development.

Li Qiang had mentioned three points: First, Persist in opening common knowlwdge when keeping promises. Each side should obey the rules of international trade, exert the bilateral and multi-lateral agreement. China will continue to expand the legislative opening, positively being fitted into international high-end trading rules, enhancing strategy on deep implementation of free-trade zone. Secondly, better enlarge the opening space during mutually benefit. Each side should persist in achieving mutual success, through closer market and resource match, through the way better off the innovation and cooperation, opening up new area. China will further open up super large scale market, including implementing unilateral opening strategy, ensuring 100% zero tariff on least developping countries and so on. Keep hosting successful Import EXPO, Canton Fair and other exhibitions, genuinely turning the big China market into the big world opportunity. Thirdly, persist in taking responsibility of opening in common destination. China persist in maintaining multi-lateral trading scheme that centering on WTO, supporting developping countries to better in sharing the premium of globalization. We hope that each side could closely ordinate well among international organizations, taking the lead in exploiting and implementing WTO “ Investment Facilitation Agreement for Promoting Development” , cooperatively constructing opening world economy. The foundation of China economy had not changed, Chinese government have the ability to propell the economy to better status, contributing more to promote the world to develop, to enhance well-being of human.

Malaysian Prime Minister Anwar Ibrahim, Uzbekistan Prime Minister Alipov, Kazakhstan Prime Minister Beketnov, Mongolia Prime Minister Oyun Erden, Serbia Prime Minister attended the meeting and addressed their speech.

Director of WTO Ivira, Secretary of UN Greenspan, delivered video speech at opening ceremony. And leaders from 152 countries and regions, and leaders from international organizations and delegators of political and business, attended the ceremony.

Before the ceremony, Li Qiang visited the enterprise exhibition. After, Li Qiang toured around along with leaders from countries.
